Proposition 60 & 90
In 1986, California voters approved Proposition 60. This Proposition allows homeowners age 55 and over, as well as disabled homeowners of any age, to transfer the current assessed value of the home they sell to the home they purchase if
In some counties, the replacement home can cost up to 5% more than the sales cost of the existing home and still qualify for transfer of the prior existing assessed value. Proposition 60 serves to protect this specific group of homebuyers from increases in property taxes when they sell their home to buy another.
In 1998, Proposition 90 was approved to expand Proposition 60. Proposition 90 does not necessarily limit the homeowner from having to sell and buy the properties within the same county to receive the tax break. There is a condition, however, that the county in which the new home is located must participate in a special property assessment program. Not many counties participate in the program and some counties have dropped the program. Recently only 10 California counties authorized use of the program. Those counties include: Alameda, Kern, Los Angeles, Modoc, Orange, Monterey, San Diego, San Mateo, Santa Clara, and Ventura.

Property Tax Calendar
Property tax assessments vary by states and local taxing authorities. Irregardless of your individual taxing authority, the following dates are generally the guidelines by which the taxing agency assesses, collects and records property tax liabilities.
If one or both of the property tax installments are delinquent, a 10% penalty plus $10.00 cost are added to the existing assessment. There is also a Redemption Charge plus interest of 1.5% added per month of delinquency.

HUD - Officer Next Door Program The U. S. Department of Housing and Urban Development (HUD) wants to make American communities stronger and to build a safer nation. Public safety improves when police officers live in a neighborhood. The Officer Next Door (OND) program helps make this goal a reality by making homeownership faster and more affordable for Law Enforcement Officers. What Are the Benefits for the Officer? If you are a police officer, you can get a 50% discount on a HUD-owned, single family home in a designated Revitalization Area. For example, if a HUD home is listed for $100,000, an officer can buy it for $50,000. To make a HUD home even more affordable, you can apply for an FHA-insured mortgage with a down payment of only $100. You may buy a home directly from HUD. You may also buy a home from a government agency or a nonprofit organization that bought the home from HUD. When an agency or nonprofit buys the house, HUD expects the group to pass the full discount on to you. In all cases, HUD requires that you sign a second mortgage and note for the discount amount. No interest or payments are required on this "silent second" provided you fulfill the three-year occupancy requirement. What Are "Designated Revitalization" Areas? There are hundreds of Revitalization Areas in the country. Most of them are economically distressed. HUD acquires a home in one of these areas if the homeowners default on their FHA-insured mortgage and lose the home to foreclosure. Because the demand for these homes is greater than the supply, the "winning bid" is determined through a "lottery." These homes may need major repairs. The FHA 203(k) mortgage program is one vehicle for financing the purchase and repair costs into one loan, with a single monthly payment. Local or state governments want to encourage families and businesses to move into these Revitalization Area neighborhoods. These governments may also offer other programs to help people or businesses move into the community. Teacher Next Door is a similar HUD program for Revitalization Areas. If a married couple is eligible under both the Teacher Next Door and Officer Next Door programs, they can only buy a HUD home under one of the programs. Who Can Participate?
You must be a full-time, sworn law enforcement officer who works for a city, county, state or Federal law enforcement agency. You must have the general power of arrest - not just arrest authority limited to a building or facility. You also qualify if you are a college or university police officer with general power of arrest. Your employer must certify that you are a full-time police officer with the general power of arrest. You don't have to be a first-time homebuyer to participate. However, you cannot own any other home at the time you close on your OND home. You must agree to live in the HUD home as your only residence for 3-years after you move into it.
